one thing - the refurbs now have a new motherboard design. They would be far more reliable than the Xenons which they replaced.

I know GameStop refurbishes consoles themselves (though I'm pretty sure we don't refurbish 360s any longer).

There are lots of casuals playing FPSs. I don't know where people get the idea that FPS is a hardcore-only genre.

They designed a new motherboard for the old chassi/chips they had. Im 90% sure that the $299 Kmart refurbs are exactly that. HDMI-less Premiums with new heatsinks and a more robust motherboard.
