Depends what they mean by boisterous. You only really should be using tear gas in the middle of a full scale riot, otherwise you're asking for trouble.
article is misleading: the highschoolers were not the troublemakers. It happens in every strike/protest/celebration/... it's just a group of thugs coming in to bust the party, steal stuff from the crowd and use it as protection against the police by blending in afterwards.
