I think Metal Gear was the first game to implement a cover system but the inspiration for GeOW was inspired by Killswitch.

This game titled Killswitch made good use of the system. I never played the game, but I heard about it. And after playing Gears of War and then Metal Gear Online. It's been confirmed that this is a popular cover system and should be used. Since Killswitch was underrated in my opinion.
