You'll only be able to get it two different ways:

1st way: You must own Tomb Raider Legend and the individual levels can be downloaded (5 in all)

2nd way: Wait until later in the year and get Tomb Raider Legend bundled with it.

I think this will be one of the largest downloadable games ever on Xbox Live.

That is the most awesome DLC content I have EVER heard of.

Now I need to buy TR:L.

I would assume the price would be well under 1k points. Probablly 400 or 800. Very very nice news. Xbox 360 DLC FTW.
