I don't think there is much evidence to support the argument that it is physically cheaper to make a game for the PC given that the middleware and engines are (practically) the same for both environments, and the countless variations of PC hardware make it difficult to test.

I do know that PC gaming can be far more profitable per copy sold because with digital distribution (essentially) all shipping and retail costs are eliminated, you don't have to pay licencing fees, it has been far easier to release add-ons for money, and (in the case of MMO games) you can have a monthly fee to play the game.
