 I think that would be too confusing.

It's best not to compare achievments like that but rather on a game to game basis.

If we had it like your proposing, then current 360 owners would feel in the dark because what is the point in the old achievments now? They would feel old and stagnent.

But i suppose there is no simple answer.

Some of the harder achievments unlock special gamerpics already i think.

I think it is the only reasonable thing to do xP
But I don't think DLC from 360 games should pass on though. But hopefully you wont be kicking out your 360 the minute you have 720 :P

 What! DLC should pass on, it's paid for content! Especially the Xbox live arcade stuff, there will have to be a way to re-download them again.

 Whoa, easy. I said 360 games, XBLA should of course transfer, but what is the point of having GTA IV DLC on a machine that (assumingly) doesn't play the damn game! And I don't think MS would be shy of doing what they did with the Xbox-Xbox360 BC. They rebuild(?) the games and make you pay for downloading them, which takes me back to my original point.

If you have an account you can transfer gamerscore etc. from, then chances are you already have a X360, and I see no reason why you should throw it out...
