Why should Nintendo spend money to educate other companies on making Wii software? They should be smart enough to figure out it's a good idea, all by themselves. Nintendo already gave third parties a console which is cheap to develop for, with a big userbase which does buy good 3rd party games.
To put it bluntly, Nintendo doesn't need to kiss 3rd parties' asses like MS and Sony do.
