Yeah it is, since last June's Nato Summit. 

Deadline to meet that is 2035 though with a review scheduled for 2029.

Yes, or 3.5 % in direct defence spending and 1.5 % for other security challenges, but the countries are not supposed to meet that before 2035. The US also doesn't meet it yet.

Trump is still a businessman first plus Carney sucks up to Trump. And Canada's resources take a lot of capital to exploit.

In other words, there is no short term profit in invading Canada.

Greenland still has some strategic relevance and is far easier to take. Get worried after Trump annexes Greenland. Which I doubt he'll be dumb enough to carry through, but I didn't expect him to actually abduct Maduro :/
