Or they could get some other support studio/studios to assist them.

I don't see it, Obsidian has far too many directors to focus the entire studio onto one project, it may cause people to leave, if there is a desire for Fallout from Obsidian it likely comes from the guys who actually have a connection to Fallout, those are Sawyer, Feargus, Tim and Leonard. Sawyer won't be thinking about AAA's anytime soon from his own words and Tim/Leonard are busy with The Outer Worlds 2, so it has to be Feargus to lead that team.

But if Avowed is a bigger success than The Outer Worlds, I really don't see them shelving it for Fallout instead of The Outer Worlds, which actually has Fallout developers on it and is far closer to Fallout in both tone and gameplay than Avowed will be.

Xbox may know that Fallout fans want a Fallout, but they aren't going to force Obsidian to do anything they don't want to, and Obsidian has rarely been a studio that hedged its entire bets on one title, even now they under the security of Xbox haven't focused on one or two projects but instead doubled down on multiple projects at once.

What I see happening if there's a desire for Fallout at Obsidian is your last paragraph, Avowed's team will remain intact if Avowed is a success and move onto Avowed DLC (as The Outer Worlds did) until Avowed 2 is out of the concept phase and then the team will get to work on Avowed 2. Since The Outer Worlds 2 is far closer to Fallout in every way possible, even having Fallout leaders on it, I think it makes far more sense to wait until that team is freed up.

I definitely do agree with you that something will have to get shelved for Obsidian Fallout to happen. Obsidian may have grown, but they still are nowhere near big enough for 3 large IP's to be in development at once. Avowed or Outer Worlds will likely end up getting shelved for awhile if an Obsidian Fallout does happen. Which is one is hard to say though, as we still know very little about Avowed. Could be a big success, or it could end up selling less than Outer Worlds 1 did (over 4m sales as of the last update I think, which was more than a year ago). Until we see gameplay, I don't feel confident making a prediction. 

There is another factor to consider as well though, IP similarity. While you are right that Fallout and Outer Worlds have some similarities, there are also a fair few differences. Meanwhile, Avowed and Elder Scrolls are expected to be very similar. Xbox may think that an immediate Avowed sequel would release too close to Elder Scrolls 6, and therefore decide to postpone Avowed 2, since the release gap between Outer Worlds 2 and Obsidian Fallout would be larger than the release gap between Elder Scrolls 6 and avowed. The gap between Outer Worlds 2 and Fallout would likely be at least 4 years (2024-2028), whereas there could potentially be just a 1 year gap between Elder Scrolls 6 and Avowed 2 (2026-2027), if they immediately put Avowed 2 into development. They may decide to postpone Avowed 2 temporarily just so that it's release timing acts as a better stopgap between Elder Scrolls 6 and Elder Scrolls 7. Instead of releasing it 1-2 years after Elder Scrolls 6, release it 4 years after Elder Scrolls 6 and probably best case scenario 4 years before Elder Scrolls 7.

Having said that, I still don't know if Tim Cain has left Obsidian or not, there was some speculation about him leaving because he apparently moved state, I've tried to check and seem to have no way of verifying if he's still at Obsidian, he doesn't appear to have a Linkedin profile.

He also isn't listed in The Outer Worlds 2 credits, but Leonard is: The Outer Worlds 2 | Goodbye Kansas Studios

So, he has either left or doing something else.

It seems to be Feargus who speaks about wanting to do Fallout though and he's now freed up from business priorities so maybe he could lead it.

Oh damn I didn't know that! I can't find anything either. Tim was on a podcast a few days ago with Arkane founder, Raphael Colantonio, but they just talked about Fallout and the gaming industry in general. No mention as to what he's working on now or if he's still at Obsidian. He definitely was in a house going by the video lol. Which would be an odd place to be in the middle of a work day.
