Yeah, they are going to end up gutted at this rate, they already laid off 17 people there a few months back due to development issues on the next Tomb Raider, now they will likely be laying off probably at least 100 devs who were assisting on Perfect Dark (The Initiative isn't that big, so much of the development grunt work was being handled by Crystal). 

Zenimax Online Studios new IP also cancelled.

Rumor earlier today was they ended their 2nd party deal with Kojima for OD as well.
