Dragon Ball Z Kakarot (which I am playing on Switch right now) - is a Action RPG with open world aspects (i.e. Sidequests, farming items and getting into random encounter like battles but with enemies you can see to choose to avoid or fight), you can have a full fledged party at certain aspects of the game like in the side quests (up to 3 people per party).
The storyline follows the anime/manga's story heavily as you go through the Sayian arc, Freiza arc, Android arc and the Buu arc - so only Dragon Ball Z.
DLCs include the 23rd World Tournament (OG Dragon ball), Future Trunks Arc, Bardock's story (prequel featuring Goku's father's story), and "Goku's Next Journey" which includes the End of Z story.
They also released the Dragon Ball Daima DLC which btw still has DLC parts coming out later this year, they released the first part already. Its the only content that is outside of OG Dragon Ball and Z in the game.
I'm 46 hours into the game and doing the sidequests right before starting the Buu Arc - this is honestly what I wanted a Dragon Ball Z RPG to be like (in comparison to previous Dragon Ball Z RPGs like Legacy of Goku).

Dragon Ball Xenoverse/2 plays like a MMO of some sorts but isnt open world like Kakarot.
You create your own character - choice of name, race, sex, voice, etc like a MMO or one of those create your own character RPGs. You are part of what is called "Time Patrol" , think TVA from Marvel.
You start out in a hub world and you interact with NPCs to access the different modes in the game including versus modes, story, etc
The game has its own story which is separate from the Dragon Ball anime/manga - its a non-canon alternative universe type of deal that has different variation of known characters and includes new characters.
Events and stories from Dragon Ball Z, Super and GT are included through both base game and DLC.
Daima content is also in Xenoverse 2.

Kakarot's content (aside from Daima) is done.
Xenoverse 2 keeps getting new content every few months which originally ironically was suppose to get it for 1 year but...that was like 9 years ago lol. Game is so popular that they keep adding content.
I'd say get both but play Kakarot first especially if you are new to the series and not familiar with the anime/manga.
