Maybe it's because the user base is so small.

But your reaction does not make any sense, square enix will not get a cent when you pay for gamepass core.  If you play on PC like many Japanese games fans do you can not turn on your xbox and continue playing without gamepass core.  Userbases doesn't matter for multiplatform releases.

I am sure there is a LOT of discussions internally going on at Microsoft and Xbox on what to do with all the backlash going on following the rumors/leaks. At this point a lot of the sources are saying "Microsoft is considering bringing X to PlayStation." Keyword is considering. 

At this point I'd say ALL ABK games will remain on all platforms and not just Call of Duty. 

Possibly a compromise between those at Microsoft that want to keep Xbox games exclusive and those that want to release all their games on PlayStation and Nintendo could be made with some Xbox exclusives coming PlayStation and/or Nintendo a year or 2 after release. Starting with smaller and older games like Hi-Fi Rush and Sea of Thieves.

I don't get what is supposed to be the "Damage" even if rumors turn out true.

I mean Xbox has already moved way past comparing hardware sales numbers to measure success, they did so the moment they decided to release all games on PC and then on Steam, and this move is only bad when you desperately hold off on the idea of comparing hardware unit sold as the measure of success.

MS Ips will be way stronger as a result and the Xbox hardware is doomed narrative is quite an extrapolation at this point.

Maybe the backlash is having an effect and they are starting to reconsider it and having more internal meetings. Supposedly that is why an Xbox employee leaked this, they wanted the fans to be aware of what the Microsoft execs were planning, in the hopes that the fan backlash would cause them to reverse course, much like when they tried to double the XBL Gold price back in January 2021, and then reversed course after the intense fan backlash.
