The worry is about Russia planning to put nuclear weapons in space… it sounds like 2001: A Space Odyssey, the scene with all the tubes (presumably with giant lasers or nuclear missiles) pointed at targets on earth.

So, what if they do? No big deal unless they explode it. But before they explode it, the USA must make it perfectly clear to Russia

Lots of reasons.

1) Electromagnetic interference can shut down electrical grids.

2) Disrupt navigation systems.

3) Disrupt satellite systems.

4) Interfere with telecommunication networks.

Yeah, the nuke in space would be for use on satellites, not on Earth.

It is also a violation of The Outer Space Treaty, States shall not place nuclear weapons or other weapons of mass destruction in orbit or on celestial bodies or station them in outer space in any other manner, a treaty which Russia, or more specifically, the Soviet Union signed, but we know how reliable Russia's word is, or their signature, basically not at all.
