Makes sense really, he'd look like a massive fucking coward if he removed his most loyal follower (Shoigu) because a band of thugs threatened him, says to anyone that loyalty means nothing to Putin and he'll cower and stab you in the back against any sort of threat to his position so why be loyal to Putin at all.

I don't think Ukraine has pilots ready to use the F-16 just yet, they are still training. If I'm not mistaken, sending those to Ukraine now would only expose those to drone and missile strikes.
Better to wait until Ukraine can use those effectively.
