I guess you are right... but most people didn´t want private forums to disobay the rules or badmouth other users... just a private place not everyone shows up in... I don´t think there is much wrong with that... but you gotta do what you gotta do...
Popular vote? Start off with just the mods. Let them vote on the first few people. After that start letting everyone vote on all nominations. Or maybe just the mods. Or something. I dunno.
It was working fine before because nobody was actually being kept out. They just weren't being informed of it's existence. :P
