It used to be not too bad but these days, it's a lot harder to change regions due to people abusing regional pricing.

Now steam does have a refund system so as long as you aren't a new user, you can try it with a vpn and see. Now because this is one of those shitty cases... You could lets say buy the game and also yar it day 1 since there won't be any DRM with Cyberpunk. Make sure to use vpn for that too.

Changing regions won't be an issue. I can have a friend buy the game on my account in the UK using my UK bank card.

I'm just wondering if that's enough. ie. since the game would have been purchased in the UK but downloaded in Japan, will I get the UK version or the crappy Japanese version?

I believe the region is locked to the account and not physical location so  I think you would get the UK version. Don't quote me on that though.
