The Wii should be able to produce every effect that the PS3 and XBox 360 can, but it certainly can not produce as many effects at the same time; and it can't use these effects in as widespread of a fashion as you could on the PS3 or XBox 360. A way to look at this is if you took the same approach as the Resident Evil Remake on the Gamecube and made a Wii game, being that most of the processing power is really going towards rendering a couple of characters on screen these characters could look a lot like characters from PS3/XBox 360 games.
Now, in the hands of talented artists who choose to use these effects only when you receive maximum benefit from them (like the fur shaders on the Queen Bee in Super Mario Galaxy) you can get some very impressive visuals without requiring that much processing power.
