Obviously Trump couldn't see the bigger picture but it wasn't his fault. 

The sad reality about any aide. There's a reason why my country(Philippines) still continues to suffer through even though the same problems whenever a hurricane hits. That's even after we received international assistance from different countries(including USA).

You can't just expect funds just to magically fix everything. If the government you're helping is full of corruption then nothing will improve for the better. Money is just an enabler if put in the right hands with the right circumstances. One best example of a what a corrupt government thrives upon is extreme red taping. A logistical nightmare for any aide.

Pretty much this.  I also live in PR, and the island was in an already weakened state before the hurricane.  Our own government's incompetence was at fault in here.
