Maybe one look is not enough?
Octopath Traveler is sprite based but it's not a 2D game, it's more like a 3D game painted in 2D sprites. It also takes heavily use of modern effects like Depth of field, dynamic lightning, particle effects, etc.. Probably a lot of work went into tweaking the UE4 to create this unique art style.

Trails of Cold Steel II is basically a Vita port with higher resolution, it looks even mediocre for a PS360 game. Yeah it's fully 3D but that's not really an achievement in 2018(or 2014 when it first released), the models in this game have a really low polygon count, the environment has a very low level of detail and the animations are atrocious.
So far that was only the graphics.
octopath traveler got localised in 6 different languages, Trails of cold Steel only in japanese and english.Square Enix also made an fantastic, almost 4 h long, orchestral soundtrack for OT.

And last but not least, the marketing budget for OT was probably a lot higher than the one for TocS2.
One could argue that neither of those two are AA and that's fair( i would personally count them as AA) but what you're saying is kinda outlandish.
