Nah, Vulkan has been falling behind DX12 bit by bit every month (heck Apple has already caught up to Vulkan in terms of functionality with Metal and they don't even give a rats ass about ultra high end graphics either too since their API design is based around iOS developer needs) and it depends on what you mean by 'less issues' ...
If anything open source gfx APIs are abound for technical issues such as spec, design, conformance or varying implementations like we see with OpenGL/ES whereas the only big issue pertaining to closed source gfx APIs is that the spec is controlled by a sole party such as Microsoft or Apple but it looks like the industry would rather deal with an OSVs shenanigans than shenanigans from Khronos members (it's very hard for them to get anything done or standardized) ...
