I'm pretty sure it's to let Xenoverse 2 sell. They wouldn't announce another DBZ game before releasing the first. Tho for that same reason I doubt they'll port it to the Switch.

Who knew so many people cared about a Dragon Ball Z fighting game.

That should go without saying. Outside of particle effects (which could easily be toned down if necessary), it's not exactly a technical goliath. That does make their current unwillingness to port the game odd though, it seems like something that'd fit in quite well on the Switch.

I don't think I have seen any Anime based game get anywhere near this kind of hype its pretty insane to the point that it might actually have more hype then Marvel vs Capcom Infinite. But ark-system works making a Dragon Ball game does sound like a match made in heaven and cause of that members of the FGC who usually ignore games like the Naruto Storm games or the Dragon Ball Xenoverse games are actually inerested in this one.
