It might make perfect business sense for Square-Enix to slow down the Final Fantasy XIII development a little bit -- reduce resources but keep working on it, release it when the PS3 install base is a little more substantial. It almost always costs less to take more time where software development is concerned. The worst thing a publisher can do with a big-budget game like this is to release TOO early, because there's a chance it will be overlooked or become old hat before it makes its numbers (the 'I'll buy it when it hits $19.99 or find a used copy' effect.) It's fine to release big games to push the hardware when you have a stake in the hardware's success, but as an independent publisher you don't want to feel like it's YOUR job to move the system. Let the user base grow on somebody else's dime, the game itself will be just as worthwhile on a later release schedule, and probably more successful.
