Western third parties put more effort into Wii U than any other Nintendo platform of the past decade. Do you think they are run by idiots or are they just really unlucky?

They didn't put more effort into Wii U than Wii. The Wii U got almost exclusively ports and almost all of them looked and/or ran worse than on PS3 and 360. The Wii received ports of various PS2 games (also commonly of questionable quality) as well as original titles (mostly shovelware though).
I do believe that they are run by idiots, because prejudice and lack of respect always get in their way. "Unlucky" is a word that describes a strong effort that wasn't justly rewarded, so it doesn't apply.
In addition to prejudice and lack of respect, there's a third factor that gets in the way and that one could be called politics. It's preferable if Sony or Microsoft are at the top. For one, these companies have thrown plenty of money at third parties, and two, it's much easier to compete against Sony and Microsoft than against Nintendo. There is a desire to keep Nintendo down and some third parties even want Nintendo to go away. Unlike Sega though, they can't gore Nintendo. (This is refering to EA's refusal of support for Sega's Dreamcast, because Sega didn't agree to stop making their own sports games and giving EA a monopoly for sports games. EA's promised unprecedented support for Wii U likely fell threw for a similar reason, i.e. Nintendo not giving in to an unreasonable demand.)

Well, I guess it varies a bit by company. EA certainly was actually on Wii, and I suppose Activision was pretty much even between the two. I think with Ass Creed and stuff Ubisoft put more effort into Wii U. Skyrim on Switch is immediately more support than Bethesda has ever offered a Nintendo system.
I mean Wii launched with Twilight Princess and it was a huge hit, then third parties made absolutely no effort to appeal to that audience on Wii. When Wii U launched it was like they took for granted that that audience would be there, but Nintendo did nothing to bring them in. Nintendo fans didn't even buy the Wii U. I waited almost 3 years! Now Nintendo is bringing their base on board right away with Switch and hardly anyone is taking advantage of it.
Not that I think Switch owners would gravitate toward Ass Creed in particular, but I can name a few games coming out soon that I do think have some appeal to the Nintendo base, or in handheld form. Skyrim following Zelda actually seems like a good choice from Bethesda. GTA would sell on anything but I think it would be a worthwhile port. FIFA is a good choice for EA if they make a real game, and the lack of Battlefront makes me shake my head. Star Wars games have traditionally sold well on Nintendo platforms. I think Overwatch would be a smart port. I think Far Cry is a better fit for Nintendo fans than Ass Creed or Watch Dogs.
The system is selling well enough at this point anyway. It's not suffering for lack of Madden or COD.
