Probably (and hopefully) because not a lot of people have met her. I would vote for her but I already used my vote for Ann.

I actually do like Haru, I'll probably date her in my 2nd play through...... that sounds kind of weird typing it out.

I only got to play one playthrough, so Ann was the only waifu I got to experience, so Ann is currently best, I'd play Persona 5 again after I finish playing Persona 4 golden again.
