Yes, that's what happen when you annonce your new system a year and some months before the release date, it's totally stupid.
Look at nintendo with new2ds or sony with pslim/pro, they don't wait very long, so sales can stay strong.

Sure, that plays into it a little, but I don't think it's so much that as it is the XBO just isn't seen as that appealing to customers, anymore. They're exclusive library for the future is drying up, while the PS4's lineup looks great and varied. Really, if you're not a Forza/Halo/Gears fan, there's little reason to pick one up. Sure, 3rd party games will probably play the best on the Scorpio, but if they really price it at $499, at that point I think most people will either stick with the OG PS4 for $199, which will still play them better than the OG XBO. Or if they do want enhanced visuals, they'll pick up the $349 (possibly $299) Pro.
It also doesn't help that Sony has picked up 3rd party advertising and bundle rights for the big games coming out in the future, so whenever people go to get those games, it's synonymous with PS4. MS, on the other hand, is obviously not spending as much money on Xbox as they used to. Something that I think even the more casual gaming fans can pick up on. Just not as much hype/interest surrounding the console.
