Doesn't mean anything. I've went to an event to try BotW and it definitely was not the case. Controls are tight.

I learned over the years to never trust any positive comment about games from console people. They don't have the standards or experience to accurately judge those things. I will trust negative comments though because if a console guy thinks something is bad on console it must be really bad.

It's not like I was always this way but I've been burned too much by "it's totally smooth" and "there are no jaggies".

As someone who plays far more PC than consoles (and has since about 2000), I've not really noticed the same problem. For me, the key has been finding those reviewers that you know are reliable (mostly youtube personalities for me), and they've not complained at all.

Really, watching how easily people who just picked the game up were able to jump, glide, and switch to shield-surfing in their first attempt suggests they must be fairly good. I struggle to think of many games that Anouma and Miyamoto have had their hands on that suffered from poor controls, spare perhaps when forced to implement too much motion control (or that shoehorned gamepad use in Starfox Zero).

Maybe it's the different layout from past Zelda games. This new one looks more difficult to master.
