Hitler wasn't actually elected into power. He was given a spot in power by Hindenburg in order to appease the rising number of people who supported the Nazis (as while Hitler couldn't win the presidency, his party was successful in elections).

His political party got the most votes. In my country the Prime Minister isn't elected directly by the people either, but it usually goes to the biggest party (although our current prime minister didn't come from the biggest party).

I think ratings should be stickers anyway. It's only relevant to warn consumers before buying. After that owners could remove it from the box art.
