I'm thinking that they will announce the Pokémon bank release date in or around the Switch reveal, along with the (rumored) third edition (Pokémon Stars) as It will obviously use it when/if it comes out.

Not sure, I'm still guessing that the next Pokemon for 2017 won't be on the Switch yet, so there is a possibility that Pokemon won't even be at the reveal?

You can use Pokemon bank in Sun/Moon, but you can't transfer from XY or ORAS to Sun/Moon yet

That update should be released sometime soon..
