Eh? Do you mean cutscenes which use the in game engine to draw the characters? Because it's not possible to double the graphical power of the machine just because the scenes are scripted in advance.

If you mean pre render a full RPGS cutscenes with massive amounts of various outcomes in terms of character design and team setup... well that would be impossible, each change to the team could potentially require a different set of cutscenes which at 1080/60 would require tons of disk space, I think the full download of the movie scenes for Remedys game was close to 100gb (think 86gb) but yeah that was for completely set in stone series of videos, something like ME would require tons of altered movie files to have everything pre rendered at 1080/60.
