Digital Foundry are the ones handling the spec reveal (in the absence of wanting to do it at E3, they're a good choice in my opinion), so i expect you'll find an article from them on Eurogamer in about an hour.

Will be a fun reveal on Digital Foundry. Many console gamers will be like "wow" and PC gamers will laugh at it just because it's weaker as some PC 95% of them don't own

I'm not 100% certain, but they've not mentioned anything about a Stream. Their tweet:

Should've done what Sony did at PS Meeting in 2013. Announce the console, specs, maybe some games, and then full reveal at E3.
