Not necessarily. I won't shut down the quality of GTA V, but Rockstar did an amazing job with advertisements and the online mode. Graphics were impressive for a Gen 7 game, which is always good. The wait from GTA IV to V just made people more excited. And as was mentioned before, the time of release was just perfect (End of Gen 7 - PS3 and X360 install bases at peak - and beginning of Gen 8).
Sure, you can tie word of mouth with quality (another example is Splatoon), and it is a great game, but I believe GTA V released at the right moment for the right systems.
