Ah, well you also have to consider the work being done on other platforms, not just Xbox or Playstation.
Anything on PS4 can be scaled back for X1 (resolution, graphics settings, etc). Anything on Scorpio can be scaled back for PS4 Pro.
Also, as it stands now the Scorpio and PS4 Pro are primarily just resolution upgrades.

but that doesnt work in the PC space, the lower graphicscards get shafted at some point because they get too weak. The PS4 is still 50% more powerfull than the Xbox One and now it even supports HDR across the board, as well as VR.
