It does not look and play better than the x1 if they have to turn down the settings below what the x1 has in order to make it perform like the x1.

The X1 version isn't at par to those PC settings on highest. Textures, shadows, reflections, draw distance and other settings are higher in that video compared to what X1 is doing.

Unless he turns those down and locks it to 30 fps, its not equal to X1.

In the performance video he only tested Ultra settings on the 390. He does lower the the settings to high on some of the other cards, but then goes back to Ultra on 390.

This guy seems to be running 4K/30 fps with a R9 390. https://www.youtube.com/watch?v=eVfBFe6cvRE

So its a very playable game on PC, but patches need to address 60 fps.

If you watch the DF video... They say that the framerate goes below 30 when there are more cars racing. The youtube video you linked has the dude running on ultra at 30 with almost no cars. X1 has 4x with a stable lock on high at 1080p with cars racing... The issue is that with the 390, it doesn't perform like the x1 with a solid 30 fps lock... In order to get a solid lock on a 390, you have to turn down the settings to match the x1 with cars and etc. Watch the DF video and they explain why it happens and why it needs to be turned down. Its not an issue with the Vram. If you watched the second video that I linked from DF, it shows that there isn't much of a difference between Ultra and High so going down the x1 level isn't as dramatic as it sounds but it certainly should be.
