A huge budget doesn't necessarily mean better looking game. It depends on the technical knowledge and resource handling of developers. Saying a game looks good just due to a huge budget or linearity is selling it short for what it manages to achieve. Games don't magically take advantage of hardware that way.

That is why some developers make better looking games than others, even with a smaller budget and when they are comparable or larger in scope.

I mean that majority of the developers don't have the money to make better looking games for the PC, because the market would be to small. And if they don't have money, this  also means that they won't have time to work.

I do not think 4K is going to be mainstream anytime soon. Majority will be 1080P users. 1440P or what I am hearing is 2K something like 2 1080P scenes projected in 4K resolution will suffice. In fact I would say they should simply concentrate on 1080P for now. They will be fine.

It's funny you say that.

I think part of Star Citizens success is how hard it's pushing the PC.

Crysis also did stupidly well on PC compared to the sequels that didn't push PC hardware as far, same wen't for the original Far Cry.

Oblivion, Half Life, Doom 3, Stalker, Metro all pushed the PC pretty hard on their releases too.

With that said, we need to keep in mind that not all graphics effects actually cost money to implement, some graphics effects actually reduce development time and thus costs.

Star Citizen made 50+ Millions on Kickstarter+other things of the genre; The game is in development since 2011. I think that they still get the money of the people that purchase the Alpha + the Kickstarter.

 

A good looking game cost money and take a lot of time to be made. Some games like Star Citizen and Ark are paid before the release, because of Alpha/Beta sales and Kickstarter. That give time to the developers and enought money to make them stay independent
