Yeah and Sony don't agree with their definition of should.  Why should they allow mods that cause memory loss on their console?  It's pretty straightforward.  If Bethesda care enough they will comply and give them mods.

Yea. I wouldn't be surprised we see mods as a PS Store download, as opposed to working completely within the game. This way Sony can have a better level of QA before putting it out to the masses. Sure, we won't get all mods, but we'll get much more stable ones.
