But yeah as you said if you're going for a $400 choice the ps4 pro is the obvious choice.

Stream OS is free, Should I inclide games as well I mean you need those for a console everyone has a mouse and keyboard laying around I mean even if not its 10$ added on.
No one needs a CD drive unless you live in an area with shit enet then in that case add another 10$
there is no proof that ps4 pro will have blu ray
even this horrible cheap cpu that i linked will outperform the ps4 pro's

Barely more expensive but, 100x better. If you add in PS Plus thats 60$ or 70$ now every year.

$400 PC is weak sauce. Substandard parts for a substandard PC experience. Even worse if you buy a pre-built one from Acer or whoever.

They're not unless you want to pay that much. You can get perfectly fine towers for $30-40, I think. You can probably get perfectly sufficient ones for even cheaper, but obviously they won't be as good.
