No, its not stronger, it was a weird CPU, maybe the main core of the PS3 processor would be faster in single-core performance, but the PS4's processor is deffenitely faster and easier to program towards, the PS3 was just a weird-thing to program for and replicating those weird settings you would need a machine that is significantly more powerfull, you see this on the PC.

When you emulate simple machines, like the 3DS, Ps2, whatever really it takes a PC way more powerfull to run things right, because of the weird hardware design compared to the PC's traditional x86 platform.

In the end tough, it doesn't really matter, I don't see it happening either way. But the NEO is more powerfull so if they wanted to do BC it would deffenitely be Easier.

Emulation is very CPU intensive and the Cell was a beast. I'd be impressed if Neo could get it done but it seems unlikely.

SNES being limited to New 3DS is bullshit by the way. The original 3DS has more than enough power to emulate SNES, those specs should be able to emulate N64 as well.

No. They have no need to, and it'd supposedly be too hard to do for PS3, with the way the games were made for the PS3 last gen.

Honestly I dont see any value in BC for last gen HD consoles. It's totally pointless and waste of Sony's finances, I still have my ps3 hooked up, ps3 is still getting new games even, why would I want another console to play its games, it's still 720p. If I could get a cheaper PS4 without that BC I definitely would, all their effort should go to make PS4 and its games great.

PS3 BC would only make sense if it rendered the games in higher res and better framerate and Neo won't (be powerful enough to) bruteforce those.

Even the Scorpio wouldn't be enough to emulate a PS3
