He never said the game went gold. Tabata said the master version of the game was done, so it's likely all of the content was in the game, but they might've needed to do a little more polishing. Remember that a rushed game is bad forever, but a delayed game is eventually good (the Miyamoto quote might not work too well with today's development and patches, but it can still apply).

A rushed good game is good forever, a delayed game is the same thing but later. FFXV will never be a better game than what it is now, polish doesn't improve any game, only design matters.
