Not true, FIFA 2006 sold 530,000 copies just on PS2. Winning Eleven doesn't do nearly as well as it should, and obviously Europe accounts for several times as many sales, but there is a very significant market for FIFA in the U.S. as well (and growing rapidly if you look at the link).
