Imagine you have someone that owns a good PC, that can run all games better then Xbox One, and bought a Xbox One for exclusives...... Now imagine Microsoft would have announced this plan a year earlier, that man or lady would probly not have bought the Xbox.
Does it hurt? no Should they have announced this earlier? yes
It will also hurt sales, they will sell at least one less Xbox One since I will play Gears of War 4 on my PC, well.. If its playable trough Windows Store.

So Xbone would be used for only exclusives? Do you play games on your PC because the graphics are better? If a PS4 game is also released on PC, will you get the PC version because the graphics are better? If Scorpio has better graphics than Neo, will you play it on the console with weaker graphics?
If PS4 announce free PC copies of games you buy from now on, will you be pissed?

Ok lets answer these questions:
Yes I would buy a Xbox one to co-up some exclusives with my friends, that would my investment (not anymore since PC)
No, I don't play games on PC because graphics are better. I play games on PC because they are generally cheaper, have faster load times and have a higher frames per second, I would even lower graphics settings for better frames, I have a 144hz monitor. My #1 genre is also Strategy, I love CIV and Total war games, they are not on consoles.
If I own a Neo and a Scorpio I would play single player games on the one that offers best performance and I would play games with multiplayer on the console where my friends are, its unlikely I would own both, I have a PS4 and do not feel like I should upgrade to a Neo, because I generally play only exclusives on it
There you go! :)
