It's not a PSVR title, it's just PSVR compatible.
It's a new Sony owned IP by a brand new small studio, Tangentlemen, called Here They Lie in development with Sony Santa Monica. Launches Fall 2016.

I just see this. I thought I was too tired and missed the reveal at their conference.
Why they hide it for after the conference?, it seem Sony really pulled back a bit on the indies this time around, perhaps then did the same with those game caused it gives the wrong signals.

Sony has too many games that they couldn't announce them all. Yes, they shortened the conference so you can have the time to play all their games.
