Personally I really think this was done to prevent the cat's face from being covered by the larger ESRB logo. It would have been silly art direction to allow one of the main characters on the boxart to have half their face obscured by a logo. Besides, they didn't need to move her that much to hide the cleavage, but they did move her enough to mostly get her out of the way of the logo without her covering up too much of the rest of the art. The cleavage was just a casualty

Edit: Also, if you compare the placement of the other characters, they've been moved around a bit as well. Again, probably to accomodate the placement of labels. The original Japanese version might not have even been a finalized design.

Those were my first thoughts as well.

That cleavage was weak anyways.

Someone messaged me on twitter saying the head dev explained it was because of the ESRB label. I don't know whether I should just accept it and forget or take the whole thing with a grain of salt and wait till release to see if the game has been impacted by "censorship culture". Leaning towards the latter....

Twitter user @_watsu posted images of the cover art differences between USA and Japan...cleavage has been removed from US version.

I don't think the Japanese even understand why the West considers something sexist. 'That didn't need changing' would be an understatement.

Somebody had to look really hard to find that. It's almost as if they were just looking for an excuse to complain...

Censoring is the new norm just look at the hooter owl in your signature. Gotta cover up them hooters with a leaf bra now.

True, it had nothing explicit and it was barely suggestive. BTW do you watch SDGC gamescast?

Pardon my ignorance but what is that?
