I find quite interesting that there are some people thinking that Sony will release PS5 just around 2 years after PS4.5.

What if the PS4.5 can play PS5 games on lower resolution like the PS4 and the PS4.5 work making it 3 year jumps

Hopefully 2021. I pay $400 for a gaming system and I expect to get 8 years out of it. That's a proper investment in gaming hardware and the jump from ps4 to PS5 will be huge enough to blow me away next gen.
Whenever they can make it 8-10x PS4 for $399...if it's to beleive TSMC and their roadmap (which is always too optimistic), they will have 7nm in 2017, but even if they slide by 2 years, I'd say 2019/2020.

You're assuming that the "PS4.5" is anything more than a PS4 that can play 4K videos and upscale to 1080p video output to 4K. I'm not. If "Neo" is nothing other than a cheaper, higher margin PS4 with a couple of extra features then it makes perfect sense for the PS5 to be released between 2018 and 2020.
2021.
"Just for comparison Uncharted 4 was 20x bigger than Splatoon 2. This shows the huge difference between Sony's first-party games and Nintendo's first-party games."
