Actually Phil Spencer made those comments well before E3 and the Scorpio announcement. And the Scorpio will be a "big numbers" jump in power.
If the Scorpio is going to push 6 Teraflops, and Microsoft already has a deal with Oculus (comes with XBox One controller) I think the Scorpio will support Oculus Rift out of the box. That would be VR better than PSVR.
