I think people are assigning blame to the wrong person.
Sony doesn't dictate how much stock a company has -- the company purchaser (Amazon) does.
Amazon was the one that placed a low order.

We, how it works at GameStop (and presumably Amazon) is that for new releases, they order based on their preorders. They thing is, the day before release, it got rave reviews and hit number one. So, I think you are right, but I think Amazon and Gamestop were both caught blindsighted. Most of the Gamestops close to me are sold out or low on stock. The retailers ordered lower then true demand because they had no idea it was gonna be a mega hit until the day of.
