That doesn't match any legal definition of harassment you'll find.
It's only harassment if you can't actually avoid it. A video can't even in principle be harassment because you're entirely free to just not watch it.
90% of so called "internet harassment" is bullshit for this reason. Most of it you can avoid if you want to. If anyone's guilty of harassment in this case, it's one of Sterling's more creepy fans. That's not his fault, it's theirs.
