I think when people say western, they generally mean western Europe and North America.

Its difficult to avoid corruption in emerging markets, it takes a while for governance to catch up, sometimes it never does or will.  Russia for instance.

Dunno about the western being only europe and USA, but don't matter... in Brazil our government is usually making laws that will need the businessman to corrupt officers to stay alive. They don't fight corruption, they enable it.

Are you crazy man? Most dictatorship and the like had astronomical corruption entangled on them. Free countries with low government intervention are less prone to corruption exactly because they don't have great power to influence the country economy and make it worth to corromp.

There was "corruption" to some degree in virtually every mmo guild I've been in. It's the most common feature found in all human organizations; it's just in our nature, and it seems to be even more common a trait amongst those who are drawn to power to begin with.

Methinks the only time a thread about this topic would be a surprise to anyone is if you found a government in which there was no corruption. Please do make that one should you come across an example! :)
