A virtual tour is not either.. A virtual tour is only one unspecific point in time.. and (as fare as I know) recorded in 360 view.
In this "setup" it's not only a (moving) 360 cam where you can look around.. but more cams placed in a room combined to make it a 100% true VR experinces.. so you can look from all angels and move totally free in it.. (And offcourse also free in time)

Yeah its the same as looking at pictures, just more fancy. You cant interact with anything, just look what has been recorded.

A picture is static.. if anything its like looking at a fancy video (if you by "fancy" mean actully being in the video.. being totally surrounded by it.. like you are there.. and able to move auround)

.... just saw this game for oculus, vive and psvr.. "Time machine VR" a bit like same princip (offcourse animated instead of recorded)
