The premis of the anime is that in the future they have basically done away with crime.
How? by removeing all individuals that dont comform to the "norm".

Madatory Happiness makes sense for it, as a title.

I never understood not localizing the Xbox version of these visual novels. I would have bought the Steins;gate one for my 360 in a heartbeat. I'm pretty sure there's market enough to make profit, considering all versions work the same.

I'd imagine it's things like: extra licencing fees; extra QA work; unfamiliarity with the manufacturer; possibility of print run minimum orders that they can't meet (NISA try to do physical runs for pretty much everything they release).
Or it may be something as simple as 5pb are going to release it digitally on XB1 in the west just like Experience Inc. are doing with Stranger.

Well, maybe not. Perhaps they didn't consider 360 a viable place for a niche VN in 2015. Not saying that's a fair decision or even the right decision, but I don't think it's a logical stretch to come to that conclusion.
Maybe the source code was too old and 5pb didn't want to go back to code it in? (360 game released in 2009; PS3/Vita versions were 2013 iirc).

Maybe, who knows. I don't see an X1 localized version happening, but weirder things have transpired.
