Shulk. How is this even a question?

The Monado basically makes him a god and Cloud is just a punk kid with a sword.

Sephiroth never had control of the universe.  If he did, he would have pretty much accomplished whatever he wanted in an instant.  The best thing he did was blow up a few planets, but that was more for show than anything.

Shulk on the other hand does have control of the universe.  If he wants a world without materia, no more materia.  If he wants a world without cloud, no more cloud.

Yeah, I never got this whole "power of a God" thing. Sephiroth at no point has the power of a God.

Depends on what you mean by god.  

He's probably as powerful as some of the Greek or Norse gods.  He could take on some of the lesser gods in the marvel universe or something.

Shulk has powers at the end of the game consistent with the judeochristian god.  Like the power to create a universe.

In addition to Shulk having the powers of a god, materia are merely augments to gear. Remove the gear and the materia does nothing for the individual. Contrast with Shulk who we are shown numerous times is able to retain powers provided via the Monado without actually possessing the Monado, including pulling a uber virtual Monado out of his ass.
